You say “reinstalling is only if you want to change the filesystem to case-sensitive, not getting root”… but to pass the certification you need both! If Apple would remove the ability to add root without full reinstall… it wouldn’t affect their ability to get the certificate one jot. That means that your coveted ability to get root on a MacOS hinges on the goodwill of Apple and NOT on the certificate, that’s only good for marketing purposes. And Google can easily circumvent the requirement of having to images for certification by just gluing them together and letting installer pick the right bits. Google Play falls in the same category, essentially: Microsoft certified Windows NT 4.0 to be a POSIX compliant OS by disabling networking… why Google couldn’t disable Google Play in the certified version? Certificate would be given anyway.
